MHRD (Ministry of Human Resource Development) has released a new Ranking System Framework for listing top engineering colleges in India for Higher Educational.  This comprises combined percentage for placement, higher studies and entrepreneurship; metric for university examinations; median salary; metric for graduating students admitted Into top universities; and metric for number of Ph.D. students graduated.

Since the ranking measures innovation on an institutional level, it may overlook particularly innovative departments or programs: a university might rank low for overall innovation but still operate one of the world's most innovative oncology research centers, for instance.
